Experienced panelists will speak on these issues outlining policies and procedures you should have in place, common legal pitfalls and how to avoid them and examples of problems from real jobs. Following brief presentations the panelists will review various scenarios and will engage with seminar participants questions and discussion.

Patrick Ouellet, Construction/Claims Assistance Services
CCAS is a small consulting company that was created to help subcontractors navigate through the all commercial aspects of construction projects.
CCAS can assist subcontractors with estimating and proposal submittal, contract review and negotiation, documentation and submittal requirements during the projects as well as assisting in compiling documentation and costs for contract adjustments (changes) and if required during negotiations at contract closeout. CCAS can also assist and work with legal professionals for mediation, arbitration and litigation.
CCAS can also offer training and consultation to assess and improve subcontractors operations.

Thomas M. Reuder, CPCU
VP Construction Practice with Kraus Anderson Insurance
Tom has over 28 years of commercial property/casualty insurance experience, the past 21 years with Kraus-Anderson Insurance. Tom is the Vice President of Kraus-Anderson Insurance Construction Practice, which provides risk management and insurance services to over 130 construction clients. He graduated from College of St. Thomas, with a Bachelors degree in Business Finance and Economics, and holds the Chartered Property Casualty Underwriter (CPCU) designation.

Justin Short, Best & Flanagan
Justin P. Short is a partner in the firm’s Construction, Real Estate and Litigation practice groups where he represents prime contractors, subcontractors and commercial landowners. Mr. Short specializes in construction claims relating to highway and bridge projects, Department of Transportation claims, federal MATOC agreements, mechanic’s liens, surety and bond claims, bid protests, indemnity obligations, construction contract disputes and commercial and multi-family residential construction defects. He has represented contractors on these construction matters throughout Minnesota, North Dakota, South Dakota, Iowa, Illinois, Arizona, Texas and Colorado.
